Arthur is an android; he's a soldier that was ideally developed by and for the PASIV device, and then further trained to kill within the dream. He's found one day by Cobb and Mal where they introduce him to life as a human and eventually assign him as their Pointman.

Fastforward to now: it’s a year after the Fischer job and Arthur’s wiring is starting to wear out. Arthur decides then, to go to Eames for help -- knowing that he'll finally have to tell Eames what he is, but not sure whether Eames is ready to know. The last thing Arthur wants to do is round up the team but like it or not, a barter for a job is set up in exchange to save his life.
